Does anyone know why only Texas has a seperate DM application? What is the purpose and why doesn't anyone else have to do it? Just wonder'in. :huh:

Wul, ya'll jist gotta unerstan'...thangs are so doggone good down here, we hafta come up with ways to keep too many o' them fureners...er, YANKEES...frum gettin too comfortable with the idear of immigratin'. Y'know, kinda like a deterant or somethin. So, our lawdawgs in Austin have found thet excessive paperwork seems ta do th' job real good. Therefore, we can keep the population sorta "thinned out" so the rest of us "born Texans" can keep the few dive sites we have sorta to ourselves!
Well, at least it's ONE theory! : )
