So the police arrested him and then sent the police helicopter to look for him? Must have been 2 different departments or they must be really dumb!
 
it is probable that the arrested diver was not given the "right to make one phone call" prior to his incarceration, or if he had, may have not judiciously exercised that right, which resulted to the launching of the unnecessary massive and full scale search and rescue operations

The article says "a missing scuba diver nearly sparked a full scale search and rescue operation in Cape Town - until the man's mother informed rescuers that her son had in fact been locked by the police". (bold added)

So it looks like the S & R may have been caught in time. Being put in jail is pretty severe for diving without a permit...
 
Most worrying/odd thing about this is JAIL for "diving without a permit". Is there more to this than meets the eye or does SA have some very very draconian diving laws AND dive police?
