Are there any charters based in FL panhandle, AL, or MS who offer trips to the Flower Gardens?
 
Check the M/V Spree. I think it's in the Florida Keys right now, but it does run trips to the Flower Gardens.
 
Not practical from those locations. Texas and Louisiana are the only likely states with operations going there. Its 500 miles from Panama City and the state of Louisiana is in the way, 400 miles from Mobile (LA still in the way) Fuel and Time would make a trip like that insanely expensive from anywhere but the closest ports (still a good way offshore from those). The Spree is my recommendation also but I'm sure there are others that must go there too.
