If I'm reading this correctly, and if taken at face value:

This rule change is being undertaken in order: "To eliminate current and/or future potential for recreational/commercial gear conflicts on the five Delaware artificial reefs in order to maintain access to the reefs for recreational fishing. This action is proposed through the Magnuson-Stevens Act, 16 U.S.C. 1801 et seq."

1) I note that you identify yourself as "njdiver1":

Would your personal vested interests best be described as Commercial Fixed, Commercial Trawl/Dredge, Commercial Hook and Line, Sport (including charter boat) hook and line, or any/all scuba/skin diving related activities? If more than one, please elaborate.


2) Absent from any of these NOAA rule proposals are "unintended consequences":
