Going to belize with sony digital vidio camera with ikelite houseing I don't have video lights do I need to use a filter or do really need lighting
 
Don't need lighting, unless you want to film deep (such as in the Blue Hole). But you'd benefit greatly from a red filter.

unless you already have it. If so, use it, it will save you a from having to color correct during editing later.
 
Not sure what the precise colour is, but something in the red region is desirable. Trying to colour-correct video afterwards is very time consuming and often not very effective (in my experience).
