I am familiar w/ some DOT, OSHA and NYFD (NYC) regulations and recommendations regarding the safe filling and handling of scuba cylinders. I know that running a compressor (above 125psi) in NYC requires a Certificate of Fitness to Operate and Maintain Air Compressors (A-35), but is there any certificate required to simply do fills from a bank, i.e. transferring compressed gas. Can anyone point me to any NY State regulations that would pertain to this?
