I noticed there was a + on the previous hydro but not the current. Does it need to be stamped + on every hydro or just once? Also one has a touch of rust on the neck (see photos) .What do you guys think? Should I pick them up? Price is 350 for the pair.

Without pics, I speculate that they no longer are "+ rated", and you might be able to get it back at the next hydro (no way to know if it either couldn't qualify or if the hydro facility sucks....). FWIW - we are having a similar issue here where the hydro facilities are saying they won't plus stamp tanks. I have 4 LP85 (XS Scuba) tanks that will be due for their first hydro in January, and am searching for a competent hydro shop.....
 
It's common that hydro shops won't go to the extra trouble of plus rating a cylinder at retest. That means that theoretically, you can't fill those 95's past 2400. But depending upon your dive shop, many will still overfill if you ask. And in cave country, it's practically standard practice to go well past +10%.
The hydro shop needs specific data and procedure from the manufacturer to plus rate. And you need to ask for it, and maybe pay more for that hydro.
 
Of interesting fact is that "modern" steels have the REE number stamped on them. How can it be so hard to then test them per the correct information, thus getting the "+"?

I get it where they need to try and find numbers for some archaic tank, but this doesn't cut it in my book.
