Eighteen Palms access only via Plaza Resort?

Bonaire: Is access to 18 Palms site only available thru Plaza Resort property? If yes, is it usually no problem for non-guests? TIA.

It's on the north side of the resort and Toucan Diving is inland closer to the south side. Drive in and head for the last buildings you'll see in the corner of the parking lot south - one is the dive shop. I'd drive in, check in, then drive back out of the resort to the parking area. Park and walk in - there was a chain across the road when we did - to the dive site. We dove with Toucan but didn't stay at the Plaza. The reason I know where it is is when we went to the BBQ we walked right past it.

You can also just park in the north dirt lot and walk in. There is an activity center to your left by the water. You can check in there, or more likely, you will see a security guard walking about. You can just let him know you're there to do a dive. No problems.
