Yes, there are a few resident eagle rays around all year, and others that are not too far away. I am looking forward to learning more about those, too!
But if you can swing a winter trip and get lucky enough to see the squadrons, you will be amazed. They're spectacular!

The Eagle Rays are my favorite thing about diving cozumel. The most I've seen at once was 4. It was incredible.

That depends entirely on your personal tolerance for walking, wouldn't you think? For me it would be quite a hike.
