I found that the scooter/buggy renters will pretty much come to you. We walked around downtown for an hour looking for a reputable place to rent scooters. The hotel clerks we talked to tried to dissuade us from renting anything for safety and insurance reasons, but the first time we climbed out of a cab at the hotel we were approached by a couple of guys renting scooters and buggies from what turned out to be a fine downtown business. For us it worked out great. The scooters were in very good shape, the baskets carried enough dive gear that we could fit the rest in our day packs if we wore our wetsuits and booties to the pier and the guy took the scooters back a day early so we could rent a dune buggy for a run around the perimeter. We did that on the scooters too, but that took awhile and with bars at both ends of the eastern road, the buggy was better.
Walking around town looking for a scooter rental place didn't work out as well. Some guy walked up to us and asked if we wanted to rent scooters and we said 'yes' and he took us to a bar, told us to take a seat and wait for him to return and the only thing that happened was a couple hefty strippers tried to sell us cigars to start with. I guess that's how he got paid.
