I heard flights only take 20 minutes and cost $180-$200. Sounds great but need 3 people total. I'm just wondering if anyone is traveling from Roatan to Utilia on 12/20 or 12/21?

Roatan Air Service (the company that used to run charters between Roatan and Utila) has apparently stopped the charters. Those charters could be had for the price you were suggesting. Alas no more. Your only other charter option is Troy Bodden's plane (Troy owns Laguna Beach and the Aggressor Boat), but that is $600 each way (but seats 6).
Having read some of your inquiries, I suspect that you are looking for something a bit less. If you don't mind the trip, you might contact Captain Vern. He has a 39 foot catamaran that sails between Roatan and Utila and he goes just about every day (weather permitting). Its cheap ($50USD pp minimum 4 people). Your other flying option is either SOSA or Atlantic or Islena (whichever one happens to be running at that time) but you will likely have to fly through Ceiba.
The other boat option is the Ferry from Roatan to Ceiba and then different Ferry from Ceiba to Utila.
