Archimedes Principal- an object immersed in a fluid is buoyed up by a force equal to the weight of the volume of fluid replaced.

It could be a dive related question if you dive in an area of a halocline.

With just salt water the ball has a portion of it above the surface (positive buoyant)
The portion out of the water is not displacing any fluid. so if submerged would increase the buoyant force.
When the soap is poured onto the ball as it is a lighter fluid (it did not mix with the water) the soap is denser than air.
Now the portion of the ball that was in air is submerged under more fluid giving it a higher fluid displacement so more buoyant force.

If the soap and water were mixed (dependent on the density of the new mixture) the ball could remain positive or become neutral or negatively buoyant.
