We cruise dove St Kitts, St Thomas and St Lucia fall of 2009. The cruise was not scheduled to dive Dominica but some of the divers scheduled a dive there. They said it was the BEST dive of all the places we stopped. I would definately check it out we're sorry we didn't.
 
In St Thomas, I would put in a strong vote for Admiralty. Ask them if they will take you to either the WIT Shoal or the Miss Opportunity (both wrecks), which in my personal opinion are the two best dives around St Thomas. The reefs around St Thomas are OK, but the wrecks are really pretty good.

In St Lucia, I dived with Frogs, but I don't think there was much to separate them from the pack. However, to their credit they do tend to dive the better sites rather than just dumping you in at the closest sites to Castries.

Dominica is supposed to have some of the best diving in the Caribbean that you have never heard about, but I have never managed to get underwater when I have visited there.

I should probably add: the one destination you do not want to miss out on is Bonaire. It is one of the "big 3" of Caribbean diving.
 
We book most of own dives, most pick you up from the ship anyway. Depending on how long we are in port and how far the sites are is our determining factor if we book with the ship. I have a couple of operators we have used and have had good experiences
Anckorage dive--Dominica
Nature Dive--Dominica will pick you up
Pro Divers--St Kitts will pick you up cruise prices on this island are way expensive for some reason 160.00 on boat 100.00 direct
Chris Sawyer--St Thomas, doesn't pick you up, not real impressed
Buddies Scuba--St Lucia doesn't pick you up but will bring you back
Red Sail Sports--Aruba picked up from ship
