In the April/May 2004 edition of Diver (divermag.com) there is an article on page 11 that says Quebec diving regulations now require a sport diving qualification certificate in addition to the regular certification. This is a 3 year cert. Instructors are required to get a 1 year cert. $40 (cdn) for the sport diving cert.

Anyone think this will spread?

One wonders what the penalties are for noncompliance, whether noncompliance is for shops, individuals, or both.

Too bad this happened...I think gov't should stay out...
 
A bit of background...

A few years back there were a number of deaths of scuba divers in the province of Quebec. The provincial corner at that time decided to reduce the numbers, divers must be licensed.

The law is in place, but without (to my knowledge) anyone in place to issue the licences.

Various SCUBA certifying agencies are in contact with the provincial government to determine if there can be agreement of certification levels being equivalent to the provincial levels. Discussions are still happening.
