Diving in mid Feb to mid Mar in Bali?

Several questions re: Bali between mid Feb and mid March. We are planning to head to Bali but some places say there is either no diving or bad diving due to the monsoon season so we need advice from people that have been.

1) Is the diving good during this time period? We are thinking Menjangan, Padang Bai, Amed, Tulamben, amongst others?
2) Any recommendations for Dive Ops?
3) We are debating staying in Ubud with 3 nights in the Menjangan area, does this make sense or would you suggest the Denpasar area as our base instead?

Love to get your thoughts and opinions, we will have done the outer reef in the GBR so we are thinking we can skip a liveaboard in Indonesia but again we are open for your collective thoughts.
 
I have dived in eastern Bali in the second half of February several years and the weather has been perfect. Ubud is likely to be rainier. But if you have a month you can easily fit in all those places plus Ubud, but do that at the end. For my next trip I will do one week in Tulamben at Liberty Dive Resort with Made Saur as my private guide, a week on Gili Air with either Manta or GilLi Phili and one week in Padang Bai, with Absolute Scuba, with a few days trips to the NUSA Islands for hopefully Mantas.

Nothing wrong to stay in Ubud but not as a base for scuba diving.

Feb is the time to go to Raja Ampat.

I've dove Bali end of February. It's their shoulder season, and we had one rain. And that's about it. We stayed in Amed, and it was perfect for diving there.
All of the prime sites were close, and the shore diving is great. You can dive 10 days, and dive all different dives.
 
I can tell you that today we had 30 meter vis in Amed. For a base, Denpasar is 3 hours away from Amed/Tulamben area. I would stay in Amed.

As for a dive op, I recommend Prana Dive in Amed but that could be because I am the Dive Operations Manager there :D We dive many sites through Amed and Tulamben and will cater to what it is that interests you. I currently have a diver/photographer doing 4-5 days of diving with me and we are doing two days of wide angle lens and two of macro for sure.

Does your shop offer divemaster courses?
