we are going to Puerto Rico in June and taking all of the little miscreants that we claim on our taxes. I was considering getting them all the padi scuba diver certification because my wife and I will be getting our dive master cert this summer. would dive boat operators allow us to dive with our children if we were active insured divemasters? we plan to continue on to be instructors before they are 18 so we will get them open water at that point. sorry if this was posted already did not search.
 
There's no reason why you should not. You don't specify how old your kids are - which makes a slight difference. Scuba Divers, by PADI standards, are qualified to dive under the supervision of a PADI professional. Junior divers are also require to dive with a certified responsible adult.

This excerpt from the PADI instructor manual should answer our questions:

Since [Junior] PADI Scuba Divers must dive under
the direct supervision of a PADI Divemaster,
Assistant Instructor or Instructor, this
meets this standard’s intent. Legal age is
defined as an individual who is at least 18
years of age, except where law defines an
older age; in this case, the law becomes
the guideline. It’s recommended that a
legal-aged family member accompany
Junior students by taking the course with
them.

if they are not certified divers then they probably need to ask the dive operator
 
Get them certified and go have fun!

Our last family vacation was in Bonaire with our brood. The two who were too young to be certified were in a great snorkle program that they still talk about, and the older two were with us on most all of our dives. It was a blast!
