Back then~ These "rules" were whip-sawed around quite a bit when dive travel concerns became inexorably linked with dive certification agencies. At the time, these agencies were the chief giver of such warnings and restrictions.

The dive operators/resorts didn't want to limit the (perceived) available days for diving on a weeklong trip. Agencies (the keepers of the Repetetive Dive Tables) felt the pressure through their intimate DEMA connection, and thus "rules" fluctuated for a while.

The 180 degree opposite is occuring in another arena. With better connections to Roatan, visitors are no longer arriving at sunset on Saturday night. Now they appear at the resort by 2pm and wonder why they can't start diving immediately. Of course, in this case, it is not a medical issue, it is more an issue of logistics and~ once again... perceptions.
It's the same crapola as there was with NITROX, operators with no idea of what NITROX was or how it worked outlawed it, in reality because it upset the meal schedule by permitting longer dives.

I know one thing, you're not talking about TACA ie 2 PM etc..........btw, looks like we just jumped a BIG snake ie Felix.....
 
Thanks much for all the input. Indeed I did learn about this in the PADI, open water course and could probably search through the manual for the answer. Unfortunately, with only a few dives under my belt, I find that I still have a lot to learn or relearn, as in this case. Also, at times, the manual that i read is not always as crystal clear as someone with experience.

Again, much input my appreciated. I will book my ticket now!
