When I lived in Malaysia, these special rates were available to Malaysians, Singaporeans, and foreigners with work permits/PR docs, so I benefitted from the policy quite a lot. I don't recall ever going to any resort that doesn't have this policy, so I'd say just figure out which resort(s) interest(s) you and ask them directly--you'll most likely find that you can receive the discount by providing supporting documents.
