I'm at that time in my life where I would like to purchase a small ocean front site where I can have a small house, step off my dock into reef environment.

The location should in a democratic county, allowing purchase by U.S. citizens, stable, and protective of its environment, both marine and land.

The price should be in the $150,000 range (American).

It appears that sites such as Bonaire have matured so that housing is unaffordable for me. Costa Rica appears to be in the 'fast becoming unaffordable' range.

Guam?

It would be nice if the area has good medical services, as I am a health professional.

Yup, $150k in Mexico and Central America for beachfront property is going to be increasingly difficult to find. Our bungalo projects on the Mexican Riviera are slated for $150k for "near beach" property, and $200k for ocean view condos.
 
Indonesia and Polinesia (Micronesia) have many islands, some are for sale. Belize is also selling some properties on islands.

The question is, do you want to move?

Guam...well the buzz around here is that it would be a fantastic investment because the military base in Okinawa is moving there. I looked at this myself as an option for some rental property. I have a friend who just bought up some beachfront hotels. The best time would have been about a year ago..but I think there are still some opportunities. The economy is just coming off a rather long period of stagnation.

Personally, I love Baja...Loreto is supposed to be nice.

In many places you can't technically own property, but legal holding companies have been formed to hold your assets, safely. (BVI, I talked with some real estate lawyers and was convinced, at least, there, it was secure)

Marcia (Quero) has a beautiful place in Phuket, I hear and she says it was a fantastic bargain and quite the place.
 
if you're going through an agency, forget it. Last time I was in Costa Maya I had a coastal drive with the taxi driver telling me how much each area was going to cost me for land and/or house. The most expensive area turned out to be the one where "Americanos" bought the land, built homes, and wanted twice what the locals were asking for. In his words, "stay away from any land having to do with Americanos and you'll pay half."
