It is a horrible thing but you have to look at the people who are doing it,are they subsistance fishing whereas this is their only income or is this the only way they can put food on the table?I am not condoning it just looking at the possible reasons it is being done.
I am all for conservation but I have ,in my travels,seen starving people who had no choices left.

If they are doing it just to show off at the dock and then dump the fish there is NO exscuse for it.
