I am looking for an underwater case for my Olympus 3030 digital camera. Will I need strobes for 15-20’ dives?
 
Your C-3030 will fit in the Olympus PT-10 housing. I can highly recommend two distributors....

Underwater Camera Pro and Underwater Digital.

Whether you need a strobe at 15-20' depends on the results you want. The Oly C-series cameras have a very powerful internal flash. I've found that at hose depths, especially on a sunny day, I didn't need a strobe at all. And when I did, the internal flash was just fine. However, if you feel you prefer a strobe, I recommend the Sea & Sea YS90DX.
