This is theoretical in my mind but some pouches use larger lead pellets instead of the small shot. This can potentially reduce the grinding action between the pieces of lead which causes lead dust. Lead dust is bad. Personally, I would prefer the pouches with the 1/4"-1/2" lead balls. There are also fully enclosed pouches that you don't have to worry about that too much because they are made of a material that seals any lead dust in instead of letting it come out like the net versions do. I've never actually seen those for sale in any dive shop I've been to though so they don't seem to be as common.
 
No difference in actial weight of course. I use these Aqua Lead Shot Soft Weights with my BP/wing when required (colder water/thicker wetsuits). The shot size is quite small, maybe 2mm diameter - so they're very flexible both for packing and use. Yes the netting lets 'lead dust' out, I'm not convinced that's a significant issue, and the neoprene ones which may be what the previous poster is referring to seem to have their own problems whilst not addressing the dust either SeaSoft Heavy Duty Neoprene lead shot filled SeaBags
