I agree with Kim , Thailand is great value for money.Look at pj dive or www.learninasia.com. They have an internship program that runs over a 6 mnth period. It costs about $6000 but that includes accomodation , all training material and a full set of equipment that you get to keep. They also help with job placement.
Having said all that , I also agree with James goddards comments above , There is so much to learn other than just doing an instructors course. The pre-requisite for going on an instructors course will probably require quite a few logged dives as well.Maybe worth looking at.

I cannot stress enough the need to get more experience. I have dived with an instructor with less than 100 logged dives. Very scary I had more dives than he had and most of his dives were under instruction.
Where to go, Bonaire has some lovely dive sites and unlimited shore diving, so you can dive as much as your dive computer and buddy will allow. All the dives are shallow, no current, a great place to get some dive time under your belt.
When you have 200 plus dives under your belt then maybe it's time to do your divemaster.
The divemaster we met in Malaysia had 7000+ dives under his belt. Thats what I call experienced.
