Perhaps for cold water. I dive dry in the Great Lakes, and if single tank (up to HP120), it is a #32# wing..... No problem with a 40#, and especially if going wet, and a heavy weight belt in tow...
 
You want the wing to support your rig (without you) at the surface, and if wet, offset buoyancy loss due to compression at depth....
 
How does the inflator hose fit with the tank and first stage never seen an inflator in the middle before.
