McMaster Carr has it in lengths (Varying widths) that you then cut to desired lengths and glue the ends together butted. At least that is how I make my scooter o-rings.
 
In the past, the Usual Suspects got very good service from Precision Associates, Inc. Their site has a handy tool where you can enter the dimensions of the o-ring needed and they'll have a product code for it.
