Coz is always good except during a hurricane, they close the harbors so you will have to shore dive. Never heard of sea lice there so I have no clue. Water will be bath tub warm.
 
Be prepared for hot humid conditions above the water and warm welcome conditions under the water. Plan your schedule to deal with the heat. We spent the hottest parts of the afternoon inside with the A/C blasting. The jewelry shops are always super-cooled as are the large shops like Los Cinco Soles and Viva Mexico. A lot of other places will be hot hot hot.

The sea lice are prevalent April - June. We were there a week ago and didn't have any problems at all.
