1. All the backplate wing setups I have seen use the stiff webbing. Why? Would a softer webbing work? Would it just not last as long or is there some other reason?

2. After an extended day of freshwater diving, I have a lot of algae and other crud to remove from the velcro parts of my BC and other gear; best way to clean velcro?
 
Yes, as surprising as it may seem, softer webbing is actually harder to manage, and it does not hold triglides securely.

The best way I've found for cleaning Velcro is to let it dry, and then take one of those fine metal brushes they sell for de-furring cats to it.
