Looks like a clear polyp or coral. It is approx 1-1.5 inches high.
I photographed this while diving a few days ago in Subic Bay, Philippines.

+1 on tunicate answer.
 
Tunincates (as pointed out) are very interesting creatures. They are in the chordata phylum and related (not too closely) to vertebrates. They are filter feeders and while feeding also remove oxygen from the intake side and spit out CO2 on the outtake side of their bodies. Very fascinating and come in lots of variety
