correcting color

I've got some little bits that need some help. Working with Premiere Pro.

I haven't messed with colour in a long, long time, but thought I remembered how. Go to the effects menu, choose Image Control, Color Corrector and there should be an eye dropper and slider things to work on the image.

Put the clip in the left hand window and go to work.

this is not happening. I've read the help menu and think I'm following it precisely but nothing happens.

Next to the choices in the Image Control menu, I'm getting a little icon that looks like a plug. When I select and drag I get a little hand and some weird round thing. When I drag the same thing over the clip in the timeline I get the message "drop on to clip to apply efffect" but nothing happens.

What did I miss??
