I couldnt open the picture, but if is a remora attaching to a diver, it happened to me a few years ago. I had only a shortie wetsuit and the fish was persistent.

Potentially OUCH! I've had one attached to my tank before...

They are so annoying! We did a liveaboard last spring and were on the hangbar doing our safety stop when we got swarmed by 6 or 8 of them that had been hanging out under the boat. I got nipped on the toe; it actually drew blood (though in such a small amount my husband still teases me about it).
 
I had a remora try to attach itself to me in Australia... I had to keep kicking my fin at him to discourage him. After a few attempts he got frustrated and went and attached himself to the bottom of the boat... stayed there a few minutes then came back for another try... it was just about then that a Minke Whale came by and that little fella was so happy...
