compare nikon 10-24mm to 12-24mm lens

No comparison. One is a fix aperture, the other is variable aperture. If your budget allows it, go for the fixed f/4.
 
Haven't used either. The 10-24 focuses 1/3 closer to the lens for better CFWA and is f3.5 at the wide end.
 
Neither, get the Tokina 10-17 if you like fisheye or for rectilinear get the 11-16. Cheaper and wider at all apertures.
