Instructors are supposed to have one on with students. But I never dive without one it's just habit after 3 decades. But I can't imagine them saying anything about a snorkel. Wow I hope other locals don't follow the lead from them.

Is it like give them an inch ... and they'll be after the mile? Government needs to stay out of regulating divers ... we do a super job ourselves. They don't need to screw something else up.
