How do people remove the encrusted saltwater aquatic life thats grown on the outside of bottles?

Is this a common thing to do? Pretty sure glass is a great artificial reef, I personally would leave it there.

For really bad encrustation I use a solution of diluted muriatic acid (hydrochloric acid). You can find it at any pool or hardware store. It works incredibly fast but it requires special care. I use a solution of 25% muriatic acid and water. (You can adjust this ratio). Note: Make sure you're using rubber gloves + eye mask if you go this route. Do it outside and do not breath the fumes! I use a 5 gallon home depot bucket.

Once bottle is cleaned I rinse / dip into another solution of water and baking soda to neutralize the acid.

Alternatively for less severe encrustation I use 50/50 mixture of vinegar and water. I've also used Calcium Lime Rust (CLR) remover.
