china side of Taiwan Straights

Any body know of any diving on the China side of the Taiwan Straights?

Permissions necessary etc?

The city that faces taiwan, and where you can see Jin Men (the military island 'golden gate'') is Amoy or Xiamen. I never see any signs of people going for scuba diving over there but I think they do have some dolphin sighting trips. Will have to do a little search to see if there is diving around there.
