Who should I contact regarding a problem member in the flash chat section of this site?

You can PM any of the MOD's. I'm not aware of a way to directly report from the chat log. Perhaps HowardE can provide insight on that.
In the meantime, assuming the issue is a recent one, I'll try to pull the chat log for tonight and review it.
