Found and executed a fix. Backed out the version 1.26 Java upgrade, back to version 1.5 - Now Scubaboard chat is working again.
This is with WIN XP SP3 and IE8 folks. This beings us to somethign I have learned at work over the years - NEVER trust code form Oracle (they own Java these days).
