OK, I just found out that I am going to have about ten days off in mid February. I know its very short notice. However, in the western hemisphere where would be the absolute best place to go diving? I am an experienced diver and would like to do some cave diving, or at least to point everyone in a general direction of where to recommend.

ditto... are you looking for a good place to go get training for cave diving? Or are you talking about cavern? Or cenote?

Mexican Yucatan, around Tulum/Playa del Carmen, is the best place to do cenote diving. Until you are cave certified though, you will need to go with a guide. Lots and lots of different operations to choose from.

So... to start, you need to fill out your profile, tell us more about yourself, where you have been diving and how many dives, etc.

Whether you are cave certified or not, the Yucatan is a wonderful place to dive in caves. If you are not certified, you can use any number of guiding services which do cavern tours. If you are certified, I would still highly recommend a guide, as the logistics of cave diving in MX can be daunting to a first-timer.

The reef diving off the mainland, in my very limited experience, is not very good, but it is quite possible to combine a few days on Cozumel with a few days on the mainland for the cenotes.
