Sandy bottom adjacent to small pier

Five to seven feet

Evening, an hour after sunset. We saw several cuttlefish and octopus during the same dive.
(6) Any observed behavior of the critter...
It looked like an octopus with no arms and could move rapidly and hover like a cuttlefish. It had the prominent eyes of both species. It could move easily in any direction and rapidly buried itself in the sand each time it felt sufficiently far from a diver.
(7) If the locals have a common name for the critter, what is it?
The local diver I was with had never seen or heard of this critter.
