I am going on a Celebrity Cruise line cruise in March and they offer dives in St. Croix and Dominica and I am trying to find out what dive ops Celebrity uses in these ports?

The cruise lines will not tell you , they call it proprietary information. I like to contact the OPs before hand find out what my options are for tanks and or nitrox so that I can make arrangements before hand if possible.

I do not care about equipment; I will keep bringing all of my own after seeing the terrible op a cruise line in Roatan used

I'm not positive but I think in Dominica it might be Dive Dominica. The cruise lines change ops a lot (or maybe it's the ops that decide they are tired of dealing with the cruise line telling them what to do and for how much that makes the change). Anyway I would start with Dive Dominica.

If you find out who is running the official diving for the ship that will give you a good idea of who to avoid. By booking with a dive company direct you'll avoid the crowds and generally pay less money as the cruise ship takes a hefty commission from their shore vendors.

I'm going to be on Celebrity in late December and looking forward to diving in Dominica. I will let you know what I find.
