I don't know about other places, but here in New Zealand Canon has been offering a $100 rebates on the 400D. At least up until last month, i brought a spare body at the time.

In the UK canon is giving a £50 cashback on the 400D (70euro's in the rest of europe) until 31 December.
Yes, the US has instant rebates this year. No, there are no rebates on bodies, only lenses.
