Best is sort of subjective and depends on what you want to do with the cameras.
I'll give you a quick and dirty comparison of the housings.

Both are similiar (Canon and Ikelite housings) in that they allow full access to all the controls and buttons of the camera while underwater.
Canon has a max depth rating of 130 ft, the Ikelite 200ft (Not a concern to me as I can't see myself diving below 120 ft for anything)

However where these two housings do differ and for me it's a big minus for the Canon housing, is that due to the WP-DC90 weird lens port (oval shaped), no macro or wide angle lenses are available that can fit on it.

This might not seem like such a big deal now, but as you progress and perhaps delve a bit deeper into underwater photographer the inability to add macro lenses (which as the name subjects are good for taking macros or photos of very small subjects) or wide angle lenses may be a major pitfall for you.

Personally if your budget allows it, i'd go for the Ikelite housing.
