It's much harder to hover at shallow depth than at 40m, pools are an excellent opportunity to work on buoyancy.

I know of one dive shop that has a pool that's nearby. But, how does one go about using a regular pool for diving skills ?

Make a list of skills to practice in a pool. Then practice them. Everything from buoyancy, finning and trim, through sharing air, mask removal/replacement, regulator changing, literally anything. Then repeat until perfected.
 
Another exercise is fin pivots; off the bottom of about 8-10’ of water, lightly touch your fin tips to the bottom and practice bouncy using breath control only. You should be able to pivot up on inhale and gently pivot down essentially horizontal on exhale without any other movement. Like everyone else has mentioned if you can master buoyancy in shallow depths, it’s easy at anything deeper.
