Camera housing tax? ...

Has anyone been hit up by this yet? I just saw a post by Underwater photographer Steven Creech Anderson asking about it.

on guy chimed in saying he and 4 others in his group got hit for $140 "housing tax"

I saw an article about this a few months back, but hadn't heard much about it since.
