I've seen lot's of kayaks at the Breakwater, but this seems out of place (from the webcam).

That might be Celebrity Cruise. I took a quick weekend trip and, lo and behold, every port was one of my regular dive sites; Monterey, Catalina, Cabo San Lucas and San Diego.

Did you swim up up the ship?
 
Those floating toilets have been coming around for some time now. I've heard stories of a small town up north somewhere asking the cruise ships not to make port there. The ships came anyway, and in response, the townspeople closed every store front and restaurant. The ships never returned... Not sure how true the story is, though there may be some truth to it.
IMO, they are mass polluters and are very out of place everywhere. This is a long read, but worth it if you care about the ocean we all love...

I agree. They tend to carry non native and invasive species on their hull or in their tanks/ballast. Very dangerous for sensitive reefs and recoverying marine ecosystems.
 
Here's a better screen grab of the ship. I was viewing this from the comfort of my computer, so I wasn't in the water. I'll bet that's one sturdy anchor line though.
