The C-Card is your Certification Card (hence the C), I have never heard of an 'A-Card'.... without knowing the context it is hard to even speculate. Maybe a reference to an Advance Open Water Card?
 
The only A-card I ever heard of was a fuel rationing card during WWII. I think an A-card got you the least amount of fuel.

By the way, I am no where near old enough to have first hand knowledge of this, I just like history.

I think i heard about the ration cards once...anyways, perhaps the "A-card" refers to an advanced open water certification?
