Budget AOW Course in SEA

Hi all,

My friend and I are inexperienced divers from Singapore.
We recently got our Basic Open Water certification under SSI, December 2013, where we logged 4 dives in Ko Tao.

We are looking at having another week-long diving trip in SEA (somewhere near, Malaysia, Indonesia, Thailand or Philippines) come early April 2014, hoping to clear our Advanced Open Water certification as cheap as possible, without having a substantial compromise on visibility and marine life.

So far some options that have presented themselves are Tioman, Tulamben, Padang Bai, or Gili.

Any information on what you think would be the best given our time frame, budget and location would be most appreciated!
