Belize has at least 5 towns north to south where you can get dock fuel. Diesel or gas. But gas is US$5.15/gallon. Just across the border to the south is the Rio Dulce and they have fuel and lots of bars. beyond there.....? I'm not familiar with....
 
Depends on the kind of boat as well. It takes 3 days to sail from miami to cancun. Piracy shouldn't be an issue; however areas to be extra cautious are cuba, I hear nicaragua can be pretty bad, and on the other side el salvador. Of course never leave your boat unattended at night.

Definitely expect to pay a considerable amount for fuel.
