What are considered the best fin for surface swimming?
 
Yes! Snorkling or just long distance swimming.
 
Man, I couldn't tell you. Most of my finning is done under the surface. I can tell you that my ScubaPro TwinJets have never failed me on the surface. But I don't think split fins are the best for snorkeling.

The best fin for finswimming is a full-foot fin with a long blade. This allows you to use a crawl stroke, or simply snorkel, at the surface, and is also used by spearfishermen. If you are looking to break speed records on the surface, then a monofin is best, but requires a lot of training to use.

I've also found it helpful to have a fin that's a bit negatively buoyant as opposed to "floaty" fins. This helps keep the fin a little below the surface and means you're kicking more in water than in the air.
