Best booster seat for 5yo?

We live in pa.

My 5yo is 40lbs and avg height for her age.

What's the best car booster seat for her? With respect to safety?

I live in PA as well my son and daughter both use this Graco Backless TurboBooster Car Seat - Galaxy - Graco - Babies "R" Us

My son is about 55 lbs and age 6 and my daughter is close 79 lbs is almost 10. In PA when they are 80 or more they no longer need it, or at least that use to be the law. I have not really followed up on it. If you want to add additional safety they make ones that hook in like car seats as well.

What's the difference? Is it safety or comfort?
