Belize would be boat diving; likely via charter boat. Stay at a resort and go out on the boat for maybe 2 or 3 dives per day?
Bonaire & Curacao could be done with boat diving, but are famous for shore diving. That's a different kind of trip. Here are 2 of my trip reports from Bonaire, that should give you an idea of what it's like to spend a week there.

So to me, first decide between Belize vs. the other two. Then, if you choose the shore-diving route, choose between Bonaire & Curacao.
Bonaire does have kite-boarding and wind surfing, if you're into those things. Curacao is larger, more populous, has more stuff for non-divers and the roads heading to the dive sites don't run along as close to the sea shore as on Bonaire, from what I've read, and Curacao isn't as 'dive focused' a place.
For a Bonaire trip, with a flight from Nashville to Atlanta to Bonaire & back, I budget around $1,000 for airfare, $800 for 7 day stay at Eden Beach resort (I travel with a group) with (stick/manual) truck rental & all the (nitrox, too) tanks we care to use, and by the time we pay for marine park fee, departure tax, a tank for gas for the week, I budget a bit over $2,000 per person for me, my wife & a buddy.

P.S.: Another very popular boat diving destination not too far from Belize is Cozumel. Not sure how they compare.
